On October 1, 2013, the U.S. Government shut down after Congress’s inability to reach an agreement on the funding for federal agencies. The Food and Drug Administration, as a part of the Department of Health and Human Services, will continue with limited activity during the shutdown. FDA will continue select vital activities, including maintaining critical consumer protections to handle emergencies, high-risk recalls, civil and criminal investigations, import entry review, and other critical public health issues. FDA will be unable to support the majority of its food safety, nutrition, and cosmetics activities. FDA will also have to cease safety activities such as routine establishment inspections, some compliance and enforcement activities, monitoring of imports, notification programs (e.g., food contact substances, infant formula), and the majority of the laboratory research necessary to inform public health decision-making. As of October 1 and continuing until the enactment of an FY 2014 appropriation or Continuing Resolution, FDA operations will be limited to the following:
o Emergency work involving the safety of human life or the protection of property;
o Criminal law enforcement work; and
o Activities funded by 2013 Medical Device User Fee carryover.
